Senior Assistance Program at Metropolitan Sewer District

The Cincinnati Metropolitan Sewer District offers a senior assistance program to help low-income senior citizens pay their sewer bills. Eligible applicants receive a 25% discount on their monthly sewer bill. The estimated savings is $120 or more per year.

Eligibility Requirements

Eligibility requirements are based on age, income, and home ownership. In order to be eligible, an individual must be 65 years of age or older; own and live in the residence for which they are paying the sewer bill; and have a Modified Adjusted Gross Income of no more than $36,100.

Ways to Apply

To participate in the program, one will need to submit an application along with required documentation showing proof of age and income.

First time applicants may apply online, uploading the required documentation, signing the form electronically, and clicking the Submit button at the bottom of the form.

One may also apply via email, by submitting a completed writeable PDF of the application. This Application PDF is available for download download on the MSD website. Email the completed application, along with attached scans of the required documentation, to msdcap@cincinnati-oh.gov.

REQUIRED DOCUMENTATION

Proof of Age (please submit one):

  • Ohio Driver’s License
  • Birth Certificate  
  • Social Security Benefit Verification Letter (if it includes your age)

Proof of Income (please submit one):

  • Ohio Income Tax Return (previous year)
  • Social Security Benefit Verification Letter
  • Other (e.g., 1099R, W-2)

Once the application has been received, it will be processed. The applicant will receive a letter by mail confirming eligibility or ineligibility. If eligible, the 25% discount will appear in the “detail section” of one’s sewer bill that covers the next full billing cycle. This could take 1 to 2 months, depending on the billing cycle.

APPEALS PROCESS

If MSD determines that you do not qualify for the assistance program, you may appeal the decision by contacting the City of Cincinnati’s Office of Administrative Hearings, located at 805 Central Avenue, Suite 110, by mail, phone, fax, or email.

Renewals

Starting in January 2024, MSD will contact individuals around the anniversary of enrollment, regarding eligibility for the following year. Renewals may be completed using their online portal for renewals.
